National fee methodology for older people in residential care: A feasibility study
Practice Solutions is leading a national feasibility study exploring a national fee methodology for older people in residential care. This work forms part of the Welsh Government’s wider ambition to develop a National Care Service for Wales, aiming to deliver equity, sustainability and transparency in how care fees are calculated and commissioned.
Now, we’re seeking input from people involved in the provision, planning, eligibility determination and commissioning of care homes across Wales via short, bilingual questionnaires. We’d love to hear from a wide range of professionals, including providers, commissioners, heads of service, team leaders, social workers and CHC nurses, so please fill in the survey that is most relevant to you and ensure that your insights can play a vital role in shaping future policy and practice.

Why this project matters
Currently, care home fees are set using a variety of local approaches, sometimes differing even within the same region. As a result, with rising demand for complex care and public services under increasing pressure, the case for a fairer, more consistent model is clear.
This feasibility study will:
- Map current practices used to calculate fees
- Explore options for a standardised national model
- Evaluate financial, operational, and policy implications
- Make recommendations grounded in evidence and lived experience
