I have a passion and commitment to reducing harm from substance use, by working to develop and support high quality service provision that is grounded in evidence, genuinely inclusive, and co produced with the people they serve, to ensure that interventions are responsive, trauma informed and attractive particularly for people who face multiple disadvantage.
Carol Daly has an extensive career spanning 34 years in substance use delivery involving strategic commissioning and operational roles, including 10 years as a Deputy Regional Commissioner for the Police and Crime Commissioner developing Joint Commissioning Plans with Police, Probation and Prisons to deliver Criminal Justice Substance Use Treatment Services across South Wales. She has also worked as Operational Manager and Regional Lead across South Wales and Gwent Services for the 3rd sector. Carol’s current position is Substance Use Harm Reduction Lead for Powys Teaching Health Board, working across rural communities to develop effective service provision based on principles of Harm Reduction.
Carol has proven expertise in service review, re‑alignment and quality assurance. She also has a strong track record of system leadership and partnership working, rebuilding stakeholder confidence, and leading cross‑sector innovation.
Above all, Carol is motivated by improving outcomes for people, building ethical, sustainable services, and upholding principles of fairness, dignity and social justice across complex systems.
